Allow Report Visibility to be Controlled Independently for Parents and School Staff

Currently, once a report is published, it becomes visible to both school staff and parents/students. There is no option to restrict report access for specific students while keeping the report available internally for teachers and administrators.
We would like the ability to:
• Hide or unhide published reports for specific students/parents.
• Keep reports accessible to school staff (administrators, principals, coordinators, and teachers) through the student profile regardless of parent visibility.
• Manage report visibility at an individual student level.
• Use this functionality for cases such as outstanding fee payments, administrative holds, or other school-specific requirements.
Example:
A school publishes end-of-term report cards for all students. However, students with outstanding fee balances should not be able to view or download their reports until the issue is resolved. At the same time, the reports should remain visible to school staff for reference and administrative purposes.
This enhancement would provide schools with greater flexibility in managing report access while maintaining internal visibility for staff.
