AI tutors should have "open ended" option

AI tutors are always trying to assess students, which makes them terrible as UDL/accessibility supports. It should be possible for teachers to create an open ended tutor that students can return to again and again without being assessed.

It would be nice for students to be able to get feedback after they complete the AI tutor, but also have the ability to access it again. Alternatively, teachers should have the option to request a resubmission for specific students (there is another request for this feature).

We have gotten around this by not assigning a due date; however as it stands if a student presses submit, there's no way back. I've opened a different request for that.
