AI tutors should have "open ended" option

AI tutors are always trying to assess students, which makes them terrible as UDL/accessibility supports. It should be possible for teachers to create an open ended tutor that students can return to again and again without being assessed.

We have gotten around this by not assigning a due date; however as it stands if a student presses submit, there's no way back. I've opened a different request for that.
