Configure default notifications

We would like to be able to configure notifications to be on or off by default, and be able to keep some of them strictly on for parent communication.

We have edited the notifications as much as possible for our constituents, but we would like for what we have enable/disabled to be a default where parents can still enable more if they would like. Currently, when we disable an item, because majority of parents want it disabled, then those parents who do want it cannot re-enable it.
