Family Messaging Notifications for Staff

Problem Statement
When a parent sends a message to a staff member (teacher, administrator, etc.) through Toddle's messaging system, the staff member currently does not receive any push notification or email notification unless they manually check the platform.
The only notification option currently available in the Notifications Manager is for Attendance Excusal, not for general family messages.
Current Behavior
Staff members must proactively log into Toddle to check if they have received any messages from families.
No push notification is sent to their device.
No email notification is triggered.
This leads to delayed responses and missed communications.
Desired Solution
Enable push notifications and/or email notifications for staff members when:
A family member (parent/guardian) sends a message to a staff member via Toddle.
The notification should be configurable in the Notifications Manager under staff settings.
