When parents (or staff or students) look at the notification settings, they see several "disabled by admin" notification categories. Many of these are for modules that we don't use. The parents often ask us "Why am I not allowed to get notifications when my student is involved in a behavior incident?" or something, and we have to explain that we don't use that module. It would simplify the user's view and our admin's lives to just hid notifications that are disabled by admin so they don't even appear in the list.
