Current Behavior: When downloading the Planning Insights report, only classes with existing content are included. Classes/courses without any units are excluded from the report.

Use Case: The school would like to use the Planning Insights report to identify teachers who have not created any units.

Desired Behavior: Provide an option to include or exclude classes without content in the report. Alternatively, allow generating a report specifically for classes with no content, so these classes are visible and can be tracked.
