Teacher Created Templates for Assessments, Learning Experiences, and Worksheets

Teachers would like the ability to create a template for assessments, learning experiences, or worksheets that they create often and would like to reuse. For example, one of our history teachers has a daily "History Minute" she creates for her students. She would love to have a template that has several of the fields already set, then each day she uses the template to create the specific History Minute and makes only the specific edits required for that day's version.

If teachers create a submission template and want to add something to that template, how can they do so if a student has not started it? Ex/ Goal setting doc-- If teachers need to add their perspective and want to do so before students start, are they able? Why does submission template not open when teachers add response?
