It would be really helpful to create and set up the PR Sets BEFORE they are visible to teachers, just like you can work on the template before it is assigned.

For example, for our school's use case, we want to be able to select the teachers for each class and double-check all standards are visible on the report before it is visible to teachers. With this functionality, we could set up the reports at less busy times of the year like we are able to with the PR templates.

For us, this would allow for a version of a "transcript" we could create that is only visible to Reporting Admin. We are a school that only reports on standards in our Middle School. As a result we are not able to utilize the transcript module because we don't have one code or numerical grade per class. I think we can customize something with the PR that works, but I don't want it visible to the teachers to edit. I just want to be able to create it with the registrar in the admin portal.
