Restrict report editing access during template updates

- The school understands that the lock option prevents editing. However, there are situations where template changes need to be made after reports are already in use.
Current challenge:
Unlocking reports for template changes also provides teachers with access during that period.
The school wants tighter control over who can edit reports during updates.
Requested outcome:
Ability for admins to make and sync template changes into report sets while keeping report editing restricted for teachers.
- Hide testing/draft report sets from teachers
The school often creates test or draft report sets (e.g., “Testing CP1”) while configuring reports.
Current challenge:
Teachers can currently see these testing report sets, creating confusion.
Requested outcome:
Ability to hide draft/testing report sets from teachers until they are finalized and ready for use.
These enhancements would help improve workflow efficiency, reduce administrative dependency, and provide stronger access control within the Progress Reports module.
